How it hits the target
The tool searches for the highest quality that still fits under your limit. If even the lowest quality is too big, it gently reduces the pixel dimensions and tries again — so you get the best-looking file that satisfies the cap. In rare extreme cases (a huge image with a tiny target) it gets as close as possible and tells you on the result row. JPG and WebP support target mode; PNG doesn't have a quality dial, so convert to JPG for forms that accept it.
Frequently asked questions
Can I compress to 50 KB or 20 KB instead?
Yes — type any number into the "Max size" box. Very small targets (under ~30 KB) may need the image to be downscaled, which the tool does automatically.
Will my photo still be accepted by the form?
The output is a standard JPG (or WebP if you choose it), under the size you set. If the form also demands exact pixel dimensions, use the Resize dropdown too.
Is it safe for passport / ID photos?
